TITLE
Recommendation to authorize City Manager, or designee, to execute a second amendment to the current agreement between the City of Long Beach and Los Angeles County restating the original amount of $50,000, and including an additional allocation of $88,575, for a combined total of $138,575, to continue the public health infrastructure building and enhancement project for the period of September 30, 2011 through September 29, 2012. (Citywide)
DISCUSSION
On June 14, 2011, the City Council approved an agreement between the Los Angeles County Department of Public Health (LACDPH) and the City of Long Beach (City) to conduct a pilot project focused on assessing health, developing and implementing a strategic plan, evaluating outcomes, and developing health policies. Funding provided for the pilot project was for the period of three months, July 1, 2011 through September 29, 2011. During this period, the Long Beach Department of Health and Human Services (Health Department) worked in partnership with the LACDPH to conduct training for key staff to increase organizational capacity to improve health outcomes in the City of Long Beach. On October 11, 2011, the City Council approved the first amendment to this contract, which added an additional $50,000 and extended the term of the contract to September 29, 2012. Subsequent years of grant funding were to focus on strategic plan and health policy development, and implementing a local campaign to increase community awareness of the value of public health in improving quality of life. The County has now authorized the use of unspent rollover funds in the amount of $88,575 into the current term of the agreement (September 30, 2011 through September 29, 2012).
LACDPH has authorized the use of rollover funds from year one to continue project activities aimed at building a quality improvement infrastructure for the Health Department. Due to delays in the federal contracting process, the grantees were only given three months to begin their first year of the grant cycle. This subsequently led to the need to rollover unspent funds to year two, resulting in the amended grant award totaling $138,575 for the period of September 30, 2011 through September 29, 2012.
This matter was reviewed by City Attorney Linda Trang on May 9, 2012 and by Budget Management Officer Victoria Bell on May 16, 2012.
TIMING CONSIDERATIONS
Due to the short time-frame of this contract, City Council action on this matter is requested on June 19, 2012, in order to fully spend down grant funds by September 29, 2012.
FISCAL IMPACT
The total amount of this agreement is $138,575 for the period of September 30, 2011 through September 29, 2012. Sufficient funds are currently budgeted in the Health Fund (SR 130) in the Department of Health and Human Services (HE). There is no impact to the General Fund, no City match, and no local job impact associated with the recommended action.
