TITLE
Recommendation to authorize City Manager, or designee, to execute a first amendment to the current agreement between the City of Long Beach and Los Angeles County in the amount of $50,000 to continue the public health infrastructure building and enhancement project for the period of September 30, 2011 through September 28, 2012. (Citywide)

DISCUSSION
On June 14, 2011 the City Council approved an agreement between the Los Angeles County Department of Public Health (LACDPH) and the City of Long Beach (City) to conduct a pilot project focused on assessing health, developing and implementing a strategic plan, evaluating outcomes, and developing health policies (attached). Funding provided for the pilot project was for the period of three months, July 1, 2011 through September 29, 2011. During this period, the Long Beach Department of Health and Human Services (Health Department) worked in partnership with the LACDPH to conduct training for key staff to increase organizational capacity to improve health outcomes in the City of Long Beach. Subsequent years of grant funding were to focus on strategic plan and health policy development, and implementing a local campaign to increase community awareness of the value of public health in improving quality of life. The County has now provided an additional $50,000 in funding, extending the current agreement for an additional year (September 30, 2011 through September 28, 2012).

This matter was reviewed by City Attorney Linda Trang on September 21, 2011 and by Director of Financial Management John Gross on September 26, 2011.

TIMING CONSIDERATIONS
Due to the short time-frame of this contract, City Council action on this matter is requested on October 11, 2011, in order to recover costs once the contract is approved.

FISCAL IMPACT
The total amount of this agreement is $50,000 for the period of September 30, 2011 through September 28, 2012. Sufficient funds are currently budgeted in the Health Fund (SR 130) ...
