TITLE
Recommendation to authorize City Manager, or designee, to execute the Fourth Amendment to Agreement No. 29587 with Concept Marine Associates, a division of TranSystems Corporation, to provide continued construction management, evaluate the Alamitos Bay Marina fuel dock infrastructure, and provide a conceptual plan and specifications for a new fuel dock system; and increase the contract amount by $178,477, for a total contract amount not to exceed $8,214,996. (District 3)
DISCUSSION
The City of Long Beach (City) owns three full-service marinas, including the Alamitos Bay Marina (ABM), Long Beach Shoreline Marina (Shoreline Marina), and Rainbow Harbor Marina, which are operated by the Department of Parks, Recreation and Marine. These marinas provide economical boat mooring in a location that has rapid access to open water, prevailing winds, close proximity to Catalina Island and practically perfect sailing conditions year-round. Both ABM and Shoreline Marinas have historically provided fuel docks for the recreational vessels in the City’s marinas, vessels launched from the City’s launch ramps, vessels visiting the City from other areas, and vessels stored in private slips in the City.
In March 2011, the City determined that the ABM fuel dock was in need of a full upgrade due to the age and condition of the site. The first step taken was to ensure ongoing compliance with regulations; therefore, new underground fuel tanks were installed and connected to existing power sources. The next step is to provide a plan to construct a new concrete fuel dock. The ABM rehabilitation construction management team has worked closely with TranSystems Corporation (TranSystems) for the conceptual plan and specifications of the new concrete fuel dock. TranSystems has been a consultant for the City for industrial development and planning services since 2000.
As part of this agreement, TranSystems will provide the following services:
• Analysis of the electrical system for the fuel tanks;
• Preliminary analysis of the utility needs at the project site;
• Review existing utility locations and locate utility infrastructure layout;
• Collect pertinent data at the site and utilize this information to prepare recommendations for mechanical and electrical upgrades;
• Provide technical specifications for a concrete fuel dock system, i.e., layout, codes and reference standards; design criteria establishment; and preliminary sizing for mechanical piping;
• Provide bid support and answers to questions during the request for proposals (RFP) process;
• Obtain a landside and hydrographic survey of the fuel dock area and determine dredging needs;
• Perform above water and underwater inspections of existing guide piles to determine their structural condition;
• Provide a 30-percent conceptual plan to install a new concrete fuel dock system;
• Assist City staff in project budget analyses;
• Coordinate the design process with all subconsultants; and,
• Assist City staff in obtaining all required permits for the concrete fuel dock design project.
The end product of this recommendation is intended to be used to obtain permits from regulatory agencies, and to issue an RFP in order to obtain an operator for the site.
This matter was reviewed by Principal Deputy City Attorney Gary J. Anderson on April 15, 2016 and by Budget Management Officer Victoria Bell on April 18, 2016.
TIMING CONSIDERATIONS
City Council action is requested on May 10, 2016, to authorize commencement of this project, and to ensure timely completion of the conceptual plan and specifications necessary for the RFP posting in late June or early July 2016.
FISCAL IMPACT
The cost for these services will not exceed $178,477. Sufficient funding for the contract increase is currently budgeted in the Marina Fund (TF 403) in the Parks, Recreation and Marine Department (PR). There is no local job impact associated with this recommendation.
