DISCUSSION
As the Workforce Investment Board's administering agency, the Workforce Investment Network (Network) administers the federal Workforce Investment Act (WIA), American Recovery and Reinvestment Act (ARRA), and other employment and training funds awarded annually and throughout the year. Those funds support job-training programs and business services delivered by five One-Stop Career Centers and selected community-based organizations to assist local residents in updating skills, transitioning from a lay-off, and filling skills gaps with businesses in the local economy.
 
The Network utilizes labor market information, industry feedback and trends to monitor hiring needs, and to ensure that local skill training design and investments are in industries that will most quickly improve, leading to (re)employment for residents. For training programs that are not part of Network initiatives connected with local colleges and universities, customers are required by the WIA and ARRA to select training providers procured and/or approved through the State's Eligible Training Provider List (ETPL).
 
When customers select an ETPL vendor that is new to working with the One-Stop Career Centers, the Network issues an interim purchase order. Once usage increases and becomes sustained, the Network requests City Council approval to create larger contracts that can handle the volume of training requests. The training providers referenced in Attachment A are ongoing ETPL training providers whose agreement amounts require amendment or first time contract executions to keep up with local demand under WIA and ARRA.
 
As part of its mandate to report data in support of its state and federal grant projects, the Network procured its Virtual One-Stop solution that provides the City with an integrated data collection, customer tracking and job matching system in support of customers and employers. That annual contract renewal is also included in Attachment A.
 
This matter was reviewed by Deputy City Attorney Gary J. Anderson on December 17, 2009, and by Budget and Performance Management Bureau Manager, David Wodynski on December 17, 2009.
 
TIMING CONSIDERATIONS
City Council action is requested on January 5, 2010 to facilitate processing of required documents.
 
FISCAL IMPACT
Sufficient funds are currently appropriated in the Community Development Grants Fund (SR 150) in the Department of Community Development (CD). There is no impact to the General Fund.
