TITLE
Recommendation to authorize City Manager to execute contracts with various One-Stop Career Center service providers outlined in Exhibit A in support of the Workforce Investment Network’s strategies that provide employment services to adult and dislocated worker residents in the amount totaling $1,465,000, and to execute any needed subsequent amendments. (Citywide)

DISCUSSION
The Workforce Investment Network (Network) administers the federal Workforce Investment Act (WIA) and other employment and training funds received annually by the City. Those funds support job training programs and business services delivered by the Career Transition Center, Youth Opportunity Center, Center for Working Families;
Harbor WorkSource Center, and selected community-based organizations to assist local residents acquire skills leading to employment in high demand occupations with local employers.

The Network has completed the required procurement process to select service providers for the period of July 1, 2009 through June 30, 2010 with an option for annual renewal in 2010-2011 and 2011-2012. The procurement process focused on organizations and individuals qualified and capable of providing skills development sessions, workshops and/or workforce development project services that support activities at the Network's One-Stop Career Centers located throughout the Region.
Services will be delivered onsite at Network facilities, at vendor facilities, and/or at other community-based locations to more than 5,000 young adults and more than 10,000 adult jobseekers.

Workforce Investment Network recommendations for services are outlined in Exhibit A.

This matter was reviewed by Deputy City Attorney Gary J. Anderson on June 3, 2009, and by Budget and Performance Management Bureau Manager, David Wodynski on June 8, 2009.

TIMING CONSIDERATIONS
City Council action is requested on June 23, 2009 to facilitate processing of required documents.
