TITLE
Recommendation to authorize City Manager to execute a design-build contract with EFS West, of Valencia, CA, for the design and construction of the Shoreline Marina Fuel Dock and Underground Storage Tank (UST) upgrade, award the Phase I portion in an estimated amount of $272,175, and execute all necessary documents related to the contract; and increase appropriations in the Marina Fund (TF 403) in the Department of Parks, Recreation and Marine (PRM), by $293,393 for construction and construction support costs related to this project. (District 2)
DISCUSSION
The City of Long Beach owns and operates three full-service marinas, including the Alamitos Bay Marina (Alamitos Bay), Long Beach Shoreline Marina (Shoreline Marina), and Rainbow Harbor/Rainbow Marina (Rainbow Marina), which are operated by PRM. These marinas provide economical boat mooring in a location that has rapid access to open water, prevailing winds, close proximity to Catalina Island and practically perfect sailing conditions year round.
Both the Alamitos Bay and Shoreline Marinas have historically provided fueling docks for the recreational vessels in the City's marinas, vessels launched from one of the City's launch ramps, vessels visiting the City from other areas, and vessels stored in private slips in the City. In September 2008, the Shoreline Marina fuel dock was closed in order to make necessary upgrades and to stay in compliance with State Water Resources Control Board regulations. The Shoreline Marina fuel dock provides fuel for recreational boaters in the Shoreline and Rainbow Marinas, for vessels launched from the South Shore Launch Ramp, as well as some small commercial vessels in the Rainbow Harbor. The Department of Public Works (PW) and PRM have been working in tandem to develop the best possible options for the removal of the existing system and the construction of a state-of-the-art marina fueling system, to be built specifically to provide maximum protection for the coastal environment.
The City is prepared to commence the first phase of the project. Phase I includes the removal of existing tanks and all other environmental requirements related to tank removals in order to comply with the City's underground storage tank obligations and State regulations, as well as the development of plans for the replacement of the fueling facility. Phase II will include the implementation of these plans, which will occur once a funding source is identified, and will require Council approval prior to construction.
Since this project is a revenue producing facility (sale of marine fuel), it is eligible for an alternative project delivery known as design-build where both the design effort and construction are combined into one contract. A Request for Qualifications (RFQ) was advertised on March 3, 2010, for the necessary design-build services on PlanetBids.com. Twelve firms submitted proposals for consideration, none were Long Beach businesses. A Consultant Review Committee comprised of City staff and our existing UST Construction Management Consultant evaluated the proposals and determined that EFS West, of Valencia, CA, was best qualified to provide the necessary design build services.
This matter was reviewed by Deputy City Attorney Linda Trang on July 6, 2010 and by Budget Management Officer Victoria Bell on July 12, 2010.
TIMING CONSIDERATIONS
City Council action on this matter is requested on August 3, 2010 to authorize commencement of Phase I of this PW project. Design and demolition is anticipated to begin in August 2010, and Phase I should take approximately 6 months to complete.
FISCAL IMPACT
The contract award is for an estimated amount of $272,175. An additional amount of $27,218 is also requested for support costs such as permit, project oversight and other work activities. This additional amount is not part of the contract award. Since these costs are not currently budgeted, an appropriation increase of $299,393 is requested in the Marina Fund (TF403) in the Department of Parks, Recreation and Marine (PR). During the course of construction, up to 12 people will be employed by this contract.
