TITLE
Recommendation to authorize City Manager to execute contract amendments to increase the aggregate total of the contract authority for existing firms currently under contract:  AECOM Technology Services Inc., Tetra Tech-BAS Engineering, GHD Inc., HDR Engineering, Inc., Moffat & Nichol, URS Corporation, and Anchor QEA, LP, for as-needed engineering services from $10,500,000 to $14,500,000, and to amend each contract for a renewal period ending on December 30, 2014.  (Citywide)
 
DISCUSSION
The City of Long Beach has historically used engineering consultants on an as-needed basis to provide the City with engineering services for the design of various as-needed capital projects.  This is necessary as the City's Public Works Department does not have capacity to provide design services using in-house staff, particularly in specific areas of design such as  architecture, electrical engineering, landscaping/irrigation, structural engineering, and geotechnical engineering.  These services are used by various City departments that have projects under development during the term of the contracts. On August 17, 2010, the City Council awarded $8,700,000 to the following firms over a three year period which expires September 14, 2013:
 
·      Tetra Tech-BAS Engineering,
·      GHD, Inc. (formerly Winzler & Kelly),
·      HDR Engineering, Inc.,
·      Moffat & Nichol,
·      AECOM Technology Services, Inc.,
·      URS Corporation.       
 
On December 13, 2011, the City Council approved adding the firm of  Anchor QEA, LP (formerly Anchor Environmental) to this list of firms, and increased the total aggregate contract authority for all seven firms to $10,500,000.  Since that time, these firms have prepared plans, specifications and construction cost estimates for a wide variety of capital projects, including the the Colorado Lagoon, Chittick Field Park, and various street improvement projects, many of which are currently in design development.
Due to the heavy volume of capital projects currently underway, in part as a result of additional one-time funding, staff has reached the limit of its authorized contract authority.  Furthermore, the current contracts expire on September 14, 2013, and many of these firms will be needed to complete projects that are currently ongoing or are under contract to assist with construction.  Therefore, authorization is requestd to increase the aggregate contract authority by $4,000,000 to $14,500,000, and amend each contract for a renewal period ending December 30, 2014.  As individual projects are identified, work orders for each project will be issued to the various firms. Each work order will be funded from the source identified for each particular project.
 
This matter was reviewed by Deputy City Attorney Linda Vu on March 27, 2013 and by Budget Management Officer Victoria Bell on April 8, 2013.
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on April 23, 2013 to allow a timely execution of budgeted capital improvement projects and to allow ample time to develop a Request for Qualifications and review statements of qualifications from responding engineering firms.
 
FISCAL IMPACT
The aggregate contract authority increase of $4,000,000 is for an approximate 15-month period and estimated based on current and anticipated projects within the Public Works Department (PW), Long Beach Gas and Oil Department (GO) and the City Manager Department (CM).  No appropriation increase is requested at this time.  Any work not currently budgeted will only proceed at such time that appropriations have been approved by the City Council.  The number of jobs created by the recommended action is not available at this time and will depend on the work assigned to each firm over the course of the contract period.
