TITLE
Recommendation to adopt Specifications No. PA-00607 and award a contract to Ocean Blue Environmental Services to provide emergency and non-emergency hazardous waste removal services, in the total estimated annual amount of $908,000 for the period of one year, with the option to renew for two additional one-year periods, at the discretion of the City Manager. (Citywide)
DISCUSSION
City Council approval is being requested to enter into an annual contract to provide emergency and non-emergency hazardous waste removal services to comply with health and safety regulations. Funding estimates for the requested contract are based on historical expenditures; therefore, there is no guarantee that all funds will be expended.
The bid was advertised on November 17, 2006, and 115 potential bidders specializing in hazardous waste removal services were notified of the bid opportunity; 12 are Minorityowned Business Enterprises (MBEs), 17 are Women-owned Business Enterprises (WBEs), 13 are Long Beach businesses, and 11 are certified Small Business Enterprises (SBEs).
The bid document was made available from the Purchasing Division located on the Plaza Level of City Hall and the Division's website at www.lbpurchasino.org. A bid announcement was also included in the Purchasing Division's weekly update of Open Bid Opportunities, which is sent to 32 local, minority and women's business groups. Bids were opened on December 29,2006. Ocean Blue Environmental Services of Long Beach, CA, is the lowest responsible bidder.
This matter was reviewed by Deputy City Attorney Lori A. Conway on November 13, 2006 and Budget and Performance Management Bureau Manager David Wodynski on February 27, 2007.
TIMING CONSIDERATIONS
City Council action to adopt Specifications No. PA-00607 and award a contract concurrently is requested on March 13, 2007, to ensure that a contract is in place expeditiously.
FISCAL IMPACT
The cost of this contract, in the estimated annual amount of $908,000, is budgeted in the funds of the participating departments, which include the Refuse, Fleet, Airport and General Funds. The term of the contract will be for one year with the option to renew for two additional one-year periods. The City will have the option of adding expenditures up to 10 percent (or $90,800 annually) above the contract amount.
