TITLE
Recommendation to authorize City Manager to execute all necessary documents to receive and expend grant funding from the Port of Long Beach California Port and Maritime Security Grant Program; and increase appropriations in the General Grants Fund (SR 120) in the Police Department (PD) by $350,000. (Citywide)
DISCUSSION
On April 20, 2009, the Harbor Commission for the Port of Long Beach authorized the acceptance of the California Port and Maritime Security Grant Program funding (Port 1 B) from the California Emergency Management Agency. The grant funding is an all-inclusive $350,000 package for the Long Beach Police Department to purchase Radiation/Nuclear Detection Equipment, extended warranties, and training of current staff in the use of the equipment.
The Long Beach Police Department provides on-water interdiction, response, mitigation and recovery for the Port of Long Beach using its fleet of public safety vessels. The vessels and LBPD personnel currently lack the ability to detect radiological/nuclear devices, which may be carried by small vessels. This equipment, with fixed and mobile radiological/nuclear detection systems, will be used to detect devices delivered by small vessels entering and traversing Port waterways.
The detection equipment is of durable construction for use in maritime and field operations. The life expectancy for the equipment is approximately 20 years. . At the "end of life" for the equipment, additional grant funds will be sought for equipment replacement.

TIMING CONSIDERATIONS
City Council action on this matter is requested on February 9, 2010, to expedite use of the grant funds.
