TITLE
Recommendation to approve the nomination of Councilmember Tonia Reyes Uranga as the City's candidate to represent the Western Los Angeles County Cities region on the South Coast Air Quality Management District (SCAQMD) Governing Board.

DISCUSSION
The South Coast Air Quality Management District (SCAQMD) is the air pollution control agency for all of Orange County and the urban portions of Los Angeles, Riverside and San Bernardino counties, the smoggiest region of the U.S. The SCAQMD is committed to cleaning the air that we breathe to protect the health of residents, while remaining sensitive to businesses.

I was elected to represent the Eastern Los Angeles County cities in April 2006 and proudly serve today as the Governing Board Member for the Western Los Angeles County Cities region, as a result of legislation (SB 886 Negrete-McLeod) supported by the City of Long Beac'h. During this time, the SCAQMD has been a partner in the development and funding of the San Pedro Bay Ports Clean Air Action Plan, funded LB Health Department's asthma education programs, made grants available to the city's clean fleets, provided trees for community plantings and installed classroom air filtration systems in our schools - a program that has since been emulated by the Port of Long Beach as mitigation for port projects.

In accordance with state legislation, the term of office for the Western LA County Cities region expired January 15, 2010. The LA County City Selection Committee is scheduled to take action to elect a representative to Western LA County region at its next meeting on February 4, 2010. I am requesting the City Council's support as I seek re-election to the SCAQMD Governing Board.

SUGGESTED ACTION
