TITLE
Recommendation to authorize City Manager, or designee, to execute a Memorandum of Understanding, and all necessary documents, including any subsequent amendments, with the Los Angeles County District Attorney's Office, to implement and use the Electronic Charge Evaluation Request (eCER) portal, for the period of May 1, 2023 to April 30, 2029. (Citywide)

DISCUSSION
City Council approval is requested to enter into a Memorandum of Understanding (MOU) with the Los Angeles County District Attorney's (LADA) Office to implement and use the Electronic Charge Evaluation Request (eCER) portal.

eCER is a web application managed by LADA through which law enforcement agencies may submit crime reports and other supporting documentation. The use of this application will allow deputy district attorneys to have faster access to crime reports and other incident documentation for charge evaluation. Submissions of criminal cases for charge evaluation through eCER will allow the investigating Fire Department employee to remain in the field during the initial review process, thereby eliminating time delays to meet with a deputy district attorney to establish a charge. The Police Department has a similar agreement in place with the LADA and execution of this MOU will ensure consistency among public safety department that conduct criminal investigations.

This matter was reviewed by Deputy City Attorney Arturo D. Sanchez on May 1, 2023 and by Budget Analysis Officer Greg Sorensen on April 28, 2023.

TIMING CONSIDERATIONS
City Council action is requested on May 23, 2023, to ensure the MOU is in place expeditiously.

FISCAL IMPACT
There is no fiscal impact associated with this recommendation and the use of eCER is at no cost to the City of Long Beach. This recommendation has minimal staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
