TITLE

Recommendation to respectfully request City Council approval of the 2023 Federal Legislative Agenda as recommended by the Federal Legislation Committee.

DISCUSSION

Each year, the City Council adopts the Federal Legislative Agenda, outlining the City’s legislative and funding priorities for the upcoming federal legislative session. This document provides policy direction to staff on federal issues, allowing the City to take positions on legislative proposals and to work with the City’s federal legislative delegates to advance priorities adopted by the City Council.

On November 16, 2022, the Federal Legislation Committee met, received staff’s recommended changes for the 2023 Federal Legislative Agenda, and moved to forward staff recommendations, along with two changes from the Committee, to the City Council for consideration and adoption.

The draft 2023 Federal Legislative Agenda is attached for reference, and the Committee’s additional proposed changes are described below:

Core Values (Page 1)

Committee Motion: Move the “Equity and Inclusion” paragraph to the top of the Core Values section, making it alphabetical order.

Public Safety-9.1. Crime (Page 16)

Committee Motion: Include support for resources to prevent and reduce Fentanyl overdose and sex crimes.

o                     Draft Agenda Language: Support legislation and seek funding to assist in preventing and reducing crime, primarily related to property crimes, cyber-crime, opioid overdose, gang violence, mental illness, and pedestrian safety.

o                     New Proposed Language: Support legislation and seek funding to assist in preventing and reducing crime, primarily related to property crimes, cyber-crime, opioid and Fentanyl overdose, gang violence, mental illness, sex crimes, and pedestrian safety.

Respectfully Submitted,

REX RICHARDSON, CHAIR OF THE FEDERAL LEGISLATION COMMITTEE
