TITLE

Recommendation to authorize City Manager, or designee, to approve a fee waiver for the Church of Naples, in an amount not to exceed $7,904, for use of Mother’s Beach open space park area during church services each Sunday beginning November 20, 2022 through June 25, 2023, including Saturday, December 24, 2022.  (District 3)

DISCUSSION

The Church of Naples is local non-profit organization that is requesting to use Mother’s Beach open space park area to conduct fellowship, spiritual health, and well-being workshops through the teaching of the scriptures. The thirty-two events being held from November 20, 2022 through June 25, 2023 are open to the public and run from 10 am to 11:15 am. The event benefits outweigh the minimal revenue loss resulting from the waived fees and is consistent with the Parks, Recreation and Marine Department’s partnering policy to support organizations that provide a service to the community and its residents.

This matter was reviewed by Deputy City Attorney Anita Lakhani and Budget Analysis Officer Greg Sorensen on October 26, 2022.

TIMING CONSIDERATIONS

City Council action is requested on November 15, 2022, for Mother’s Beach open space park for the event.

FISCAL IMPACT

The value of the fee waiver will not exceed $7,904. Additional revenue related to open space rental fees is not anticipated as part of the current budget. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.  There is no local job impact associated with this recommendation.
