DISCUSSION
City Council approval is requested to enter into a contract with Permitium, LLC (Permitium), for the purchase of an online application system for Concealed Carry Weapons (CCW) licenses. The system serves as an end-to-end online solution that includes the application, background check tracking, processing, payment, and issuance of licenses.

The Los Angeles County Sheriff’s Department (LASD) recently informed the Long Beach Police Department (LBPD) that they would no longer process CCW applications effective August 1, 2022, for Long Beach or other cities that do not contract with LASD for police services. Currently, LBPD only issues CCW licenses to honorably retired Long Beach Police Department peace officers. Entering into a contract with Permitium will allow LBPD to comply with California Penal Code § 26150 and service private citizen requests for the City of Long Beach (City).

Permitium is the sole company that has streamlined the CCW license application process by transitioning existing manual, paper-based processes into an online, automated solution. Several agencies in California have implemented the same system including Orange, Ventura, Riverside, Mariposa, and Sacramento County Sherriff Departments.

City Charter Section 1801 requires that contracts for City purchases be awarded to the lowest responsible bidder after a competitive bid process but allows for awards without a competitive bid process if accompanied by a Resolution adopted by the City Council.
