DISCUSSION

City Council approval is requested to amend Contract No. 34668 with Alta Planning + Design, Contract No. 34655 with City Fabrick, Contract No. 34663 with Westgroup Designs, Contract No. 34661 with Studio 111, Contract No. 34656 with Kamus Keller, Inc., and Contract No. 34657 with Environ Architecture, Inc., for as-needed urban planning design services.

 

On June 13, 2017, the City Council awarded contracts to eleven firms as part of its adoption of RFP PW17-059 for urban planning design services, for a two-year period, with the option to renew for three additional one-year periods, for an aggregate amount of $15,000,000.

 

The City of Long Beach (City) relies on the firms’ innovative approaches to incorporate livability in its planning and design efforts for various capital projects. Approaches include active transportation, complete streets, parks and open space development, and crime prevention through environmental design.

 

The current contracts expire June 30, 2022, and the City has exhausted authorized contract extensions. The procurement process for the next set of on-call urban planning design services is underway and City staff aim to complete the process before the contracts expire under this request (June 30, 2023). Extending the term an additional year will ensure the continuity of current contracted deliverables and avoid potential service interruptions if unforeseen delays occur with the procurement process.

 

This matter was reviewed by Deputy City Attorney Vanessa S. Ibarra on May 23, 2022, Business Services Bureau Manager Tara Mortenson on May 17, 2022, and Budget Management Officer Nader Kaamoush on May 24, 2022.

 

TIMING CONSIDERATIONS

City Council action to amend Contract Nos. 34668, 34655, 34663, 34661, 34656, and 34657 is requested on June 21, 2022, to ensure there are no interruption to services.

 

FISCAL IMPACT

The requested action will extend the contract terms for one year through June 30, 2023.  The contract authority will remain unchanged with the current aggregate not to exceed of $15,000,000.  Expenditures during the extended one-year term cannot be projected at this time, and any work not currently budgeted will only proceed at such time as the City Council has approved appropriations. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.  The number of local jobs supported by this action is not available at this time and will depend on the funds budgeted and the work assigned to each firm over the course of the contract term.
