TITLE

Recommendation to increase appropriations in the General Fund Group in the City Manager Department by $1,000, offset by the First Council District One-time District Priority Funds, transferred from the Citywide Activities Department, to provide a donation to Partners of Parks in support of the Long Beach Juneteenth Celebration; and

 

Decrease appropriations in the General Fund Group in the Citywide Activities Department by $1,000 to offset a transfer to the City Manager Department.

 

DISCUSSION

On Saturday, June 18, 2022 the Long Beach Juneteenth Celebration will be held at Rainbow Lagoon Park in Long Beach. This celebration marks the end of slavery in the United States of America on June 19, 1865 in Galveston, Texas. In 2021, following the deaths of George Floyd, Breonna Taylor, Ahmaud Arbery and other Black Americans, President Joe Biden signed a bill establishing Juneteenth as a federal holiday. This has increased interest in celebrating Black culture, successful Black individuals, as well as education regarding the injustices that Black Americans have endured throughout the history of America.

 

This year’s Long Beach Juneteenth Celebration aims to build, educate and celebrate the community with regards to the ending of slavery in the United States of America. It will feature entertainment in the form of live music, dancing and food. There will be fun for the family with face painting in addition to arts and crafts. These and other activities will be sure to provide entertainment and education for attendees as they celebrate Juneteenth. The Long Beach Juneteenth Celebration provides a significant cultural and educational experience in Long Beach and it is appropriate for the City Council to support Partners of the Parks as they support the Long Beach Juneteenth Celebration.

 

This matter has been reviewed by Budget Manager Grace H. Yoon on June 6, 2022.

 

FISCAL IMPACT

This recommendation requests the City Manager to provide a contribution to Partners of Parks in support of the Long Beach Juneteenth Celebration. The total appropriation increase of $1,000 in the General Fund Group in the City Manager Department will be offset by a decrease of appropriation of First Council District One-time District Priority Funds in the General Fund Group in the Citywide Activities Department. The requested action is anticipated to require a minimal level of staff hours beyond the normal budgeted scope of duties and expected to have minimal impact on existing City Council priorities.
