Recommendation to authorize City Manager, or designee, to execute all documents necessary to amend Contract No. 35550 with Parkwood Landscape Maintenance, Inc., of Van Nuys, CA, to provide landscaping services for Queensway Bay, to increase the annual contract amount by $341,785, inclusive of a 15 percent contingency, for a total annual contract amount not to exceed $1,098,357.  (District 1)

 

DISCUSSION

City Council approval is requested to amend Contract No. 35550 with Parkwood Landscape Maintenance, Inc., to continue providing landscaping services for Queensway Bay.  The contract includes daily maintenance in the areas of Rainbow Harbor Marina, Rainbow Harbor Esplanade, Rainbow Lagoon, Shoreline Marina, Golden Shore, South Shore Launch Ramp, the dolphin fountain adjacent to the Aquarium of the Pacific, as well as additional sites located by Pier J, Pike Park, and the Alamitos Beach playground and concession areas.

 

On May 12, 2020, the City Council awarded a contract to Parkwood Landscape Maintenance, Inc., as part of its adoption of RFP PR19-122 for providing landscaping services for a term of three years, with the option to renew for two additional one-year periods, and a subsequent three-year term with two one-year extension options.

 

In 2022, the maintenance of Harry Bridges Memorial Park and surrounding landscaped area was transferred to the Parks, Recreation and Marine Department. To properly maintain this additional site, an increase of $341,785 annually, inclusive of contingency, is needed to provide services throughout the Queensway Bay area. In the current term ending June 30, 2022, a purchase order was executed for $100,000 to provide services in the interim of the contract amendment.  The increase to the Munis Contract No. 312001015 amount for this term will be adjusted to account for the interim purchase order.

 

This matter was reviewed by Deputy City Attorney Anita Lakhani on May 13, 2022, Purchasing Agent Michelle Wilson on May 16, 2022, and by Budget Analysis Officer Greg Sorensen on May 25, 2022.

 

TIMING CONSIDERATIONS

City Council action to amend Contract No. 35550 is requested on June 14, 2022, to ensure there is no interruption of services.

 

FISCAL IMPACT

The requested action increases the contract authority with Parkwood by $341,785, inclusive of a 15 percent contingency.  The total annual amount of the contract will not exceed $1,098,357.  Of the total contract amount, $756,572 is currently budgeted in the Tidelands Operating Fund Group in the Parks, Recreation and Marine Department.  The remaining amount of $341,785, inclusive of contingency, is currently unbudgeted and funding sources are yet to be identified for the current fiscal year. The department is working with the Economic Development Department to create a maintenance agreement for this site and will return to the City Council once final FY 22 costs are known, to request an appropriation adjustment offset by revenues received in the Tidelands Area Fund Group specific to the Queen Mary operations. Should insufficient revenues be received specific to the Queen Mary operations there may be an impact on the Tidelands Area Fund Group as it would be needed to cover any revenue shortfall.  The Harry Bridges Memorial Park is located on Pier H which is under consideration to be transferred to the Harbor Department at a future date. Due to the uncertainty of this transfer, the Parks, Recreation, and Marine and Economic Development departments are not asking for a structural increase in the FY 23 budget and both departments will return to the City Council for an appropriation adjustment for actual unbudgeted costs in FY 23. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.  The continuation of this contract will provide continued support to our local economy by assisting in the preservation of 12 employees residing in Long Beach.
