TITLE
Recommendation to request City Attorney to prepare an ordinance amending Long Beach Municipal Code (LBMC) Chapters 16.08 and 16.12 to add and remove certain sections to provide for efficient and effective governance of the Long Beach Marinas. (Districts 1,2,3)

DISCUSSION
Since its inception, the Long Beach Marinas (Marinas) system has seen a wide array of property development across the expanse of the City of Long Beach (City) coastline. This property development and focus on economic growth has led the Marinas to become the largest municipally operated marina complex in the United States. As slip occupancy has surged to near capacity and annual visitors to our marinas and beachfront reach an all-time high, there are sections of the LBMC that govern the Marinas and related areas, such as Temporary Mooring Areas, that need to be reviewed and modified to keep pace with elevated activity and use.

Recent land development, like creation of the South Shore Launch Ramp, and re-development of the Golden Shore Small Boat Launch transitioning to the Golden Shore Marine Biological Reserve, further necessitate this review and modification to align the LBMC with property assets as they currently exist and operate.

The Parks, Recreation and Marine Department’s Marine Bureau in conjunction with Long Beach Marinas partners at Long Beach Fire Department’s Marine Safety and Long Beach Police Department’s Marine Patrol have identified the following list of LBMC Sections for City Attorney’s review for amendment (Attachment A):

LBMC Sections: 16.08.23, 16.08.024, 16.08.025, 16.08.026, 16.08.140, 16.08.551, 16.08.650, 16.12.060, 16.12.061, 16.12.162, 16.12.270, and 16.12.280.

This matter was reviewed by Deputy City Attorney Anita Lakhani on May 5, 2022 and by Budget Analysis Officer Greg Sorensen on April 26, 2022.
