DISCUSSION
City Council approval is requested to enter into a contract with New Dynasty Construction Co. for Phase 2 of the 3861 Worsham Avenue (Facility) tenant improvement project (Project).

During the COVID-19 pandemic, the Health and Human Services Department (Health Department) leased the Facility to serve as a local distribution center for PPE, prophylaxis, and vaccinations. The Project will construct additional workspaces, offices, and a training room at the Facility to support public health and other emergency response operations. The additional construction will include space for the City of Long Beach’s (City) All-Hazards Incident Management Team to operate from and house City staff from the Public Health Emergency Management division of the Health Department who support COVID-19 testing and vaccine operations, and respond to other public health emergencies. The Project is entirely grant-funded through the CDC’s Epidemiology and Laboratory Capacity (ELC) Expansion grant.

The bid was advertised in the Long Beach Press-Telegram on February 16, 2022, and 592 potential bidders specializing in construction services were notified of the bid opportunity. Of those bidders, 67 downloaded the bid via the City’s electronic bid system.
