DISCUSSION
City Council approval is requested to enter into a Reimbursement Agreement with the Long Beach Unified School District (LBUSD) to allow the Parks, Recreation and Marine Department (PRM) to conduct a 10-week summer swim program (Program), at the Belmont Plaza Temporary, Cabrillo High School, Jordan High School, Martin Luther King, Jr., Millikan High School, and Silverado pools, to help youth, ages 17 and under, develop swimming and water safety skills. For the well-being of program participants and PRM staff, PRM will follow the most current COVID-19 guidelines and will work with LBUSD to adjust programming as needed.

The Centers for Disease Control and Prevention estimates that ten people drown each day in the United States. A study published by the International Journal of Pediatrics and Adolescent Medicine found that participation in formal swimming lessons can reduce the likelihood of drowning among young children by 88 percent.

In addition, a study commissioned by the USA Swimming Foundation and conducted by the University of Memphis found that nearly 70 percent of African American children, and nearly 60 percent of Latino children, have low or no swim ability, putt...
