TITLE

Recommendation to add language to the 2022-23 State Legislative Agenda in support of the proposed $110 million allocation for a Goods Movement Workforce Training Facility located at the San Pedro Bay Port Complex as included in the Governor of California’s proposed FY 2023 Budget.

DISCUSSION

The Governor’s budget, released in January of this year, details several important investments in port infrastructure, as part of a $2.3 billion supply chain package. These measures, coupled with local and federal efforts to clear container backlogs, increase goods movement capacity by expanding freight rail, and tackle staffing challenges by offering better wages and benefits to workers all along the supply chain, are among the most important actions government can take to address rising prices of consumer goods.

Among those investments is a $110 million allocation to the California Workforce Development Board for the purposes of setting up a Goods Movement Workforce Training Facility at the San Pedro Bay Port Complex, which will support workforce resilience in the face of supply chain disruption and accelerate the deployment of zero emission equipment and technologies.

For the good of both our port workforce and our environment, it is important for the City of Long Beach to communicate its strong support of this initiative. As the Ports of Long Beach and Los Angeles handle nearly 40% of US imports - the largest port complex in the United States, it is incumbent upon Long Beach to support partnerships that make the Port a greener, more efficient, and more worker-friendly place, not just for the benefit of our own city, but for the entire nation.

Urgency Statement

Due to the upcoming deadline for State budget proposals coinciding with a two-week period where the City has no council meetings, urgency is requested for this item. Matters like this would normally begin in the State Legislative Committee, but as the State Legislative Agenda is scheduled to be adopted at the May 24^th meeting, and there is no State Legislative Committee meeting schedule before then, placing this request on the May 17^th agenda would allow it to be a part of the final State Legislative Agenda.

FISCAL IMPACT

No Financial Management review was able to be conducted due to the urgency and time sensitivity of this item.
