Recommendation to respectfully request City Council approval of the 2022 State Legislative Agenda as recommended by the State Legislation Committee.

 

DISCUSSION

Each year, the City Council adopts the State Legislative Agenda, outlining the City’s legislative and funding priorities for the State legislative session. This document provides policy direction to staff on State issues, allowing the City to take positions on legislative proposals and to work with the City’s State legislative delegates to advance priorities adopted by the City Council.

 

On February 17, 2022, the State Legislation Committee met, received staff’s recommended changes for the 2022 State Legislative Agenda, and moved to forward staff recommendations, along with additional changes from the Committee, to the City Council for consideration and adoption.

 

The draft agenda is attached, and the Committee’s proposed changes are described below:

 

2022 FOCUS STATEMENTS

The Committee motioned to align the State Legislative Agenda’s 2022 Focus Statements with the Federal Legislative Agenda. The two following additions would be incorporated into the 2022 State Legislative Agenda:

 

                     Infrastructure (page 2)

o                     Proposed Language: Support legislation that provides direct City allocations for infrastructure projects and more local control and flexibility to meet the City’s myriad infrastructure needs.

o                     Proposed Language: Support infrastructure investments to advance the Port’s zero-emissions and Clean Air Action Plan objectives, meet current and future supply chain demands, relieve congestion and improve efficiency, increase on-dock rail, reduce emissions, and expand workforce development opportunities in trade-related sectors.

 

 

SUGGESTED ACTION

Approve recommendation.
