TITLE
Recommendation to adopt ordinance amending the Long Beach Municipal Code by amending Section 1.27.010 School Board Districts established; declaring the urgency thereof; and declaring that this ordinance shall take effect immediately, read and adopt as read. (Citywide)

DISCUSSION
In order to implement district boundaries for the Long Beach Unified School District (LBUSD) as required by Federal and State Law, the Council must adopt an ordinance to redistrict boundaries based on the 2020 United States Census. Note that LBUSD is not subject to the requirements of Charter section 2500 et seq. (Measure DDD), and is instead required to follow City Charter Section 2202.

This matter was reviewed by Deputy Attorney Amy Webber on November 29, 2021 and by Budget Operations and Development Officer Rhutu Amin Gharib on December 1, 2021.

STATEMENT OF URGENCY
Approval of this recommendation is urgent to forward new boundary details to the Los Angeles County Registrar Recorder by their deadline of December 31, 2021.

TIMING CONSIDERATIONS
Approval of the foregoing recommendation will permit the City Clerk Department to forward new boundary details to the Los Angeles County Registrar Recorder by their deadline of December 31, 2021. for purposes of planning the June 2022 Primary Nomination Election (PNE). This action contains an urgency clause in order to permit compliance with this deadline.

FISCAL IMPACT
The requested action has no fiscal impact and is giving notice to the City Council on the Long Beach Unified School District boundaries based on the 2020 United States Census.
This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
