DISCUSSION
On November 11, 2014, the City Council approved the Long Beach Police Department (LBPD) to enter into a Memorandum of Understanding (MOU) with the Los Angeles Superior Court (LASC), for access to criminal court records through the Data and Documentation Exchange Services (DDES).

On October 3, 2017, the City Council approved the LBPD to enter into another MOU with the LASC for access to the new case management system for juvenile dependency cases, called the Justice Partner Portal (JPP).

In January 2022, LASC will transition DDES to the new criminal JPP platform. The information available from the JPP will be the same as DDES until the LASC implements a new criminal case management system. Upon completion of this implementation, LBPD will have access to much more detailed information than is currently available. LBPD requests City Council approval to continue a MOU similar to the current agreement from October 2017 with the new JPP system.

This MOU will establish each parties' responsibilities regarding access to LASC electronically-maintained data and documents (court records) through JPP. Subject to conditions in the MOU, LASC will grant LBPD access to JPP, free of charge, to perform official duties as permitted by law. LASC will monitor usage and costs required to provide this service. If LASC deems that the costs associated with operating this service are excessive or unmanageable, LASC reserves the right to limit transaction volume, terminate this service, or seek minimal reimbursement of costs. Either party may terminate the MOU at any time for any reason.
