DISCUSSION
The Long Beach Police Department (LBPD) was awarded grant funding for the thirteenth consecutive year for the Selective Traffic Enforcement Program (STEP) grant from the State of California Office of Traffic Safety (OTS) in the amount of $380,000, for the grant period of October 1, 2021 to September 30, 2022.

The goal of the grant is to reduce the number of persons killed and injured in crashes involving alcohol and other primary collision factors. Enforcement strategies will continue to be conducted on an overtime basis. Some of the funded strategies include Driving Under the Influence (DUI) checkpoints, DUI saturation patrols, distracted driving prevention, motorcycle safety, educational presentations, and pedestrian and bicycle enforcement operations. These strategies are designed to earn media attention, thus enhancing the overall deterrent effect.

This matter was reviewed by Deputy City Attorney Arturo D. Sanchez on September 2, 2021 and by Budget Analysis Officer Greg Sorensen on September 17, 2021.

TIMING CONSIDERATIONS
City Council action is requested on October 5, 2021, to expedite use of grant funds.

FISCAL IMPACT
The City will receive grant funding up to $380,000 for the period of October 1, 2021 to September 30, 2022 from OTS. An appropriation increase is requested in the amount of $380,000 in the General Grants Fund Group in the Police Department, offset by grant revenue. The grant does not require any matching funds.
