TITLE
Recommendation to authorize City Manager, or designee, to execute an agreement, and all necessary documents including any amendments, with the City of Los Angeles, to participate in the Securing the Cities Sustainment Program, for the period of September 1, 2020 to August 31, 2030; and
Increase appropriations in the General Grants Fund Group in the Police Department by $30,000, offset by grant revenue. (Citywide)
DISCUSSION
The Securing the Cities Sustainment Program (STC Program) is an initiative of the United States Department of Homeland Security (DHS) that is designed to enhance the nation’s ability to detect and prevent a radiological or nuclear attack in cities facing high risk. Under the STC Program, the DHS partners with the City of Los Angeles Mayor’s Office to develop a regional team of law enforcement and first responders to identify, prevent, and respond to potential nuclear and radiological threats.
The City of Long Beach has been identified as a regional partner and Police Department staff have been invited to participate in the STC Program resources. City Council approval is requested to sign the Subrecipient Agreement for participation in the STC Program, and for reimbursement of certain personnel costs as approved by the City of Los Angeles Mayor’s Office. The City of Long Beach is eligible for reimbursement as a subrecipient of grant funds up to $30,000 in the first year, from September 1, 2020 to August 31, 2021, as approved by the City of Los Angeles Mayor's Office. The grant reimbursement amount for subsequent years is currently unknown and is subject to DHS funding and City of Los Angeles City Council approval.

TIMING CONSIDERATIONS
City Council action is requested on September 14, 2021, to expedite use of grant funds.
FISCAL IMPACT
By participating in the STC Program, the City is eligible to receive grant funding as a subrecipient up to $30,000, for the period of September 1, 2020 to August 31, 2021, for personnel expenses incurred in connection to program training and expenses, as approved by the Los Angeles Mayor’s Office. An appropriation increase is requested in the amount of $30,000, in the General Grants Fund Group in the Police Department, offset by grant revenue. There is no match or in-kind service mandate. Subrecipient grant funding amounts in subsequent years are currently unknown and are subject to DHS funding and City of Los Angeles City Council approval. Requests for appropriation increases for future years will be made as needed, either through the annual budget process, or by returning to the City Council. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
