DISCUSSION
City Council approval is requested to amend Contract No. 35568 with Bitfocus, Inc., to continue providing the Homeless Management Information System (HMIS), which collects client-level data and data on the provision of housing as well as services for individuals and families experiencing homelessness in Long Beach. On June 23, 2020, the City Council awarded a contract to Bitfocus, Inc., as part of its adoption of RES-20-0073 for providing HMIS to the City for one year, with the same terms and conditions afforded to the Regional Taskforce on the Homeless of San Diego County.

The Health and Human Services Department (Health Department), Homeless Services Bureau is the lead agency for the Long Beach Continuum of Care (CoC) jurisdiction. The Health Department receives annual CoC grant funding from the federal Department of Housing and Urban Development (HUD). As part of the CoC grant agreement, the Health Department is required to have a functioning and operational HMIS. The grantor requires that the Health Department’s HMIS must be able to record and store client-level information on the characteristics and service needs of persons at risk of, or currently experiencing, homelessness. Bitfocus, Inc., provides the Health Department with an HMIS that satisfies the funder’s reporting requirement, as well as generating compatible data with our regional partners such as Los Angeles County, Orange County, and the City and County of San Diego.
