TITLE
Recommendation to authorize City Manager, or designee, to execute all necessary documents and any subsequent amendments, including amending the terms, with California Governors’ Office of Emergency Services (OES) Mutual Aid Region I and Region VI, to permit the Long Beach Health and Human Services Department to provide mutual aid in support of a public health emergency response. (Citywide)

DISCUSSION
City Council approval is requested to enter into an agreement with the California Governors’ Office of Emergency Services (OES) Mutual Aid Region I and VI to provide mutual aid in support of a health or medical disaster requiring emergency response. Under an Inter-Region Cooperative Agreement between the City of Long Beach, City of Pasadena, and the Counties of Orange, Los Angeles, Ventura, Santa Barbara, San Louis Obispo, Imperial, Inyo, Mono, Riverside, San Bernardino, San Diego, and the neighboring counties of Kern and Monterey, these participants agree to provide assistance to the extent reasonably available and possible in preparation for, and response to, a medical and health emergency, disaster, planned event or catastrophic event capable of overwhelming local ability to respond to and recover from them.

This matter was reviewed by Deputy City Attorney Taylor M. Anderson on June 9, 2021 and by Budget Analysis Officer Gregory Sorensen on June 23, 2021.

TIMING CONSIDERATIONS
City Council action is requested on July 13, 2021, to continue to provide these services without interruption.

FISCAL IMPACT
The requesting county or requesting city would be financially responsible for the cost of emergency medical and health disaster personnel and associated costs for lodging, mileage, meals, and supplies received, plus up to 10 percent of that amount to cover indirect costs.
