TITLE
Recommendation to authorize City Manager, or designee, to execute an agreement, and all necessary documents and any subsequent amendments, with Carnival Corporation and Carnival Cruise Line, a division of Carnival Corporation, to permit the Carnival Cruise Line to begin cruises under the authorization and guidance of the Centers for Disease Prevention and Control (CDC), California Department of Public Health (CDPH), Long Beach Department of Health and Human Services, and the Long Beach Harbor Department. (Citywide)

DISCUSSION
City Council approval is requested to enter into an agreement with the Carnival Corporation and Carnival Cruise Line (Carnival) to determine or authorize the number of cruise ships that may berth at the Port of Long Beach (Port) to not overburden the public health response resources of the City of Long Beach (City) in the event of a COVID-19 outbreak. Carnival also wishes to obtain conditional authorization from the City to commence simulated passenger voyages from the Port in accordance with CDC, CDPH, and Long Beach Department of Health and Human Services guidance.

This action authorizes the execution of agreements by the City in its regulatory capacity only, and does not authorize the execution of leases or property licenses that may be necessary for the physical conduct of operations by Carnival on property owned by the City. Carnival currently conducts operations pursuant to an existing lease and related agreements, which are subject to ongoing bankruptcy proceedings of the Queen Mary tenant. If additional real property agreements are necessary for Carnival’s continued operation, such agreements will be brought before the City Council for its consideration at a future date.
