DISCUSSION
In 2007, the Gateway Council of Governments formed the Los Angeles Gateway Region Integrated Regional Water Management Joint Powers Authority (GWMA) to pursue State and national level grant funding opportunities related to water quality projects. GWMA’s bylaws require renewal of all appointments every two years.

In accordance with the GWMA bylaws adopted on October 12, 2015, all non-Legislative Body appointments to the GWMA Board must be by a Resolution adopted by the City Council. Legislative Body appointments may be done by minute order.

GWMA Board Members and alternate Board Members serve two-year terms beginning October 1st of each odd-numbered year and concluding on September 30th two years later. The Resolution attached to this report would designate a Board Member and alternate Board Member(s) to serve continuously across successive two-year terms such that the governing body need not re-appoint the same persons to the GWMA Board every two years, unless the governing body desires to changes its designated Board Member and/or Alternate Board Member or must otherwise fill a vacancy.

Staff recommend appointing Melissa You, Stormwater/Environmental Compliance Officer, as the primary GWMA Board Member, and appointing Colin Averill, Civil Engineer, as the alternate Board Member. Mrs. You was hired in August 2017 to serve as the City’s Stormwater/Environmental Compliance Officer and has the experience necessary to fulfill the requirements of the position.
