TITLE
Recommendation to authorize City Manager, or designee, to execute all documents necessary to amend Agreement No. 34905 with CWE, of Fullerton, CA; Agreement No. 34906 with Gillis & Panichapan Architects, Inc., of Costa Mesa, CA; Agreement No. 34907 with HDR Engineering, Inc., of Long Beach, CA; and, Agreement No. 34908 with Stantec Consulting Services Inc., of Irvine, CA, for on-call professional engineering and architectural services for the Long Beach Municipal Urban Stormwater Treatment (LB-MUST) Project, to increase the aggregate amount by $2,300,000, for a revised total aggregate amount not to exceed $7,300,000. DISCUSSION
City Council approval is requested to amend four existing on-call agreements to add additional contract authority for engineering and architectural services on the Long Beach Municipal Urban Stormwater Treatment (LB-MUST) Project (Project).
On January 23, 2018, the City Council adopted RFQ PW17-085 and awarded contracts to CWE, Gillis & Panichapan Architects, Inc., HDR Engineering, Inc., and Stantec Consulting Services, Inc., for on-call engineering and architectural services for the Project, in an aggregate amount not to exceed $5,000,000, for a period of three years, with the option to renew for two additional one-year periods. Since approval of these agreements, multiple work packages have been designed for the stormwater treatment facility and wetlands, offsite street improvements, underground utility relocations, and soil stabilization work.
An increase in contract authority is requested to accommodate the additional work necessary to split the Project into multiple phases to begin construction and meet Caltrans’ grant funding expenditure schedule. Additional contract authority is also required to accommodate an amendment to the California Environmental Quality Act (CEQA) document to address the relocation of the wetland, certification of the facility per Envision and Leadership in Energy and Environmental Design (LEED) rating systems, additional commissioning and testing of the water treatment system, and integration of the remote communication system into the City’s existing remote monitoring system.
The preliminary phase of construction, comprising roadway improvements, utility relocations, and soil stabilization is currently underway. At the same time, the final design phase of the LB-MUST facility and wetlands is nearing completion. The amended contract authority allows for completion of the additional scope of work necessary to complete the final design and support the Project during the construction and commissioning phases of work.

TIMING CONSIDERATIONS
City Council action is requested December 15, 2020, to allow for timely completion of the final design to meet Caltrans’ grant funding expenditures deadlines.
FISCAL IMPACT
This recommendation will increase the aggregate contract authority for on-call professional engineering and architectural services for the LB-MUST Project from $5,000,000 to $7,300,000. All other terms remain the same. Sufficient appropriation to support the total project cost is budgeted in the Capital Projects Fund Group in the Public Works Department. Any work not currently budgeted will only proceed at such time as appropriations have been approved by the City Council. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. Approval of this action will facilitate the continuation of positive impacts on the local job market.
