DISCUSSION
City Council approval is requested to amend four existing on-call agreements to add additional contract authority for engineering and architectural services on the Long Beach Municipal Urban Stormwater Treatment (LB-MUST) Project (Project).

On January 23, 2018, the City Council adopted RFQ PW17-085 and awarded contracts to CWE, Gillis & Panichapan Architects, Inc., HDR Engineering, Inc., and Stantec Consulting Services, Inc., for on-call engineering and architectural services for the Project, in an aggregate amount not to exceed $5,000,000, for a period of three years, with the option to renew for two additional one-year periods. Since approval of these agreements, multiple work packages have been designed for the stormwater treatment facility and wetlands, offsite street improvements, underground utility relocations, and soil stabilization work.

An increase in contract authority is requested to accommodate the additional work necessary to split the Project into multiple phases to begin construction and meet Caltrans’ grant funding expenditure schedule. Additional contract authority is also required to accommodate an amendment to the California Environmental Quality Act (CEQA) document to address the relocation of the wetland, certification of the facility per Envision and Leadership in Energy and Environment...
