Recommendation to authorize City Manager, or designee, to execute a third amendment to Contract No. 34895 with LAZ Parking California, LLC, of Los Angeles, CA, for parking operations and management services, to increase the contract amount by $3,761,076 for a revised total amount not to exceed $18,904,751, for a one-year term, at the discretion of the City Manager.  (Citywide)

 

DISCUSSION

City Council approval is requested to amend contract No. 34895 with LAZ Parking California, LLC (LAZ), to increase the contract amount.

 

On November 7, 2017, the City Council awarded LAZ a three-year contract, with the option to renew for two additional one-year periods, for citywide parking operations and management services, which includes staffing, customer service, oversight and maintenance of access and pay equipment, management of annual and monthly permit programs, and maintenance associated with operations of the City’s municipal parking lots and structures, and year-round special events. On June 19, 2018, the City Council approved the first amendment to Contract No. 34895 with LAZ to provide operations and management services at three new parking assets upon the expiration of the City’s 15-year agreement with DDR Management, LLC (DDR) on May 31, 2018.

 

On January 7, 2020, the City Council approved a second amendment to support several citywide parking projects. Since approval, LAZ’s parking operations expertise and support assisted Public Works in delivering various citywide parking improvements and initiatives, including:

DESCRIPTION

New Parking and Revenue Control Systems

New parking and revenue control systems (entry and exit gates and pay stations) were installed at Civic Center Garage and City Place Garage C, providing for enhanced customer experience and data reporting.

New Camera Surveillance System

An upgraded camera surveillance system was installed in the Aquarium parking structure, enhancing security for patrons, including visitors to the Aquarium of the Pacific.

COVID-19 Parking Permit Relief Program

The COVID-19 parking permit relief program provides free parking to residents in parking impacted communities.

Civic Center Garage Lighting Conversion

All lighting in the Civic Center Garage transitioned to energy-efficient LED lighting.

Parking Office Renovation

Oversaw the Long Beach parking office renovation, which improves the customer experience by providing a more welcoming environment for employees and customers.

 

Public Works is exercising its first one-year renewal option by extending the term through December 30, 2021. Additional LAZ contract authority is needed to support the extension, as shown below:

TIMING CONSIDERATIONS

City Council action to amend Contract No. 34895 is requested on December 8, 2020, to ensure continuity of parking operations and management services.

 

FISCAL IMPACT

The total requested action increases the contract amount by $3,761,076, for a revised contract amount not to exceed $18,904,751. Sufficient funds to support the increased authority are budgeted in the General Fund Group, Tidelands Operating Fund Group, and the Civic Center Fund Group in the Public Works Department.  This action will have a minimal impact on staff duties and City Council priorities beyond the normal budgeted scope of duties.  There is no local job impact associated with this recommendation.
