TITLE

DISCUSSION
While a report back on the status of neighborhood clean-up programs and right of way maintenance is pending, we need to take steps that enable Long Beach to take care of the areas that are within our City boarders but are not City property. We have tried to work with Caltrans and unfortunately repeated requests have not been met with satisfactory response. We understand there is more need than ever and, if necessary, we need to be able to step in for the health and safety of our neighbors.

Homeless encampments and the illegal dumping of trash and debris along easements owned by the California Department of Transportation (Caltrans) have plagued our City and grown in seriousness for months now. During this time, my office and the City have made numerous attempts get Caltrans crews out to clean these areas but not enough has been done and weeks of growth happen before they are available.

The City of Long Beach is ready and able to clean these areas. We need approved access and reimbursement to do so.

Therefore, I move that in conjunction to, and concurrent with, any report back on neighborhood clean-up programs and right of way maintenance, the Long Beach City Council also directs the City Manager and all appropriate departments to seek approval, access and reimbursement from Caltrans and all other appropriate agencies so that the City can perform needed maintenance and clean-up of these areas in the most efficient, cost effective, and expeditious way possible.
