Recommendation to authorize City Manager, or designee, to execute all documents necessary to establish a Memorandum of Understanding with the Long Beach K-9 Officers Association.  (Citywide)

 

DISCUSSION

The Long Beach K-9 Officers Association (Association) is a 501(c)(3) organization that has supported a long-standing partnership with the Long Beach Police Department (LBPD).  Since the inception of LBPD’s Police Service Dog Unit, the Association has purchased and provided police service dogs to the canine handlers for use by LBPD.  Establishing a Memorandum of Understanding (MOU) is needed to better define the purchasing and transferring of ownership of these police service dogs between the Association and LBPD. 

 

This matter was reviewed by Deputy City Attorney Sarah E. Green on October 5, 2020, and by Budget Management Officer Rhutu Amin Gharib on October 15, 2020.

 

TIMING CONSIDERATIONS

City Council action is requested on November 17, 2020, to ensure the MOU is in place expeditiously.

 

FISCAL IMPACT

There is no fiscal or job impact associated with this recommendation. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.
