DISCUSSION
City Council approval is requested to enter into a contract with Arc Strategies, LLC, for State legislative advocacy services. These services include policy analysis, legislative and funding advocacy, reporting on the State budget, and administrative support.

A Request for Proposals (RFP) was advertised in the Long Beach Press-Telegram on August 17, 2020, and 732 potential proposers specializing in State legislative advocacy services were notified of the RFP opportunity through the City’s electronic bidding system. Of those proposers, 19 downloaded the RFP via the City’s electronic bidding system. The RFP document was made available from the Purchasing Division, located on the sixth floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing. An RFP announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 35 local, minority-owned, and women-owned business groups. Two proposals were received by the September 24, 2020 deadline. Of those two proposals, none were Minority-owned Business Enterprises (MBEs) or Women-owned Business Enterprises (WBEs), one was a certified Small Business Enterprise (SBE), and one was Long Beach business (Local).
