TITLE
Recommendation to authorize City Manager, or designee, to execute an agreement, and all necessary documents and any subsequent amendments, including amending the terms, or changing the amount of the award, with the California Department of Public Health Tuberculosis Control Branch, to receive and expend grant funding in the amount of $176,079, plus an allotment of up to $10,576, for a total amount of $186,655, for tuberculosis prevention and control activities, for the period of July 1, 2020 through June 30, 2021; and
Increase appropriations in the Health Fund Group in the Health and Human Services Department by $171,779, offset by grant revenue. (Citywide)
DISCUSSION
As a local health jurisdiction, the City of Long Beach (City) Health and Human Services Department (Health Department) receives Tuberculosis (TB) Control Local Assistance Funding to meet the critical mandate of TB control. These funds have been used to support core public health TB control through preventive therapy, diagnosis, and treatment of active TB disease, and to conduct contact investigations to limit the spread of the disease. The Food, Shelter, Incentives and Enablers (FSIE) allotment is used to enhance treatment adherence, prevent homelessness, and allow the use of less restrictive alternatives that decrease or prevent the need for civil detention.
The California Department of Public Health, TB Control Branch, has granted the Health Department a base award of $176,079 and an allotment of up to $10,576 for FSIE expenditures. These funds are awarded to carry out TB prevention and control activities for the period of July 1, 2020 through June 30, 2021.
TB is a severe health threat globally. According to the World Health Organization, approximately one-third of the world’s population is infected with the bacteria that causes TB. In 2019, Long Beach was ranked number 15 of reported TB cases in California. Long Beach’s case rate of 4.2 (number of TB cases per 100,000 population) is higher compared to the California’s target of 3.8 for 2019. Last year, the City had 20 cases of TB, 64 TB suspects, and one transfer case that were followed with TB treatment. To date in 2020, there have been 11 confirmed TB cases, 26 TB suspects, and one transfer case that are being followed with TB treatment. In addition, there are 116 contacts to TB cases and approximately 350 contacts for investigation from interjurisdictional referrals.
This matter was reviewed by Deputy City Attorney Taylor M. Anderson on May 22, 2020 and by Revenue Management Officer Geraldine Alejo on June 4, 2020.
TIMING CONSIDERATIONS
City Council action is requested on June 23, 2020, to continue the program without interruption.
FISCAL IMPACT
The City will receive a base award up to $176,079, plus an allotment of up to $10,576, for a total grant award amount of $186,655. Of the total grant award, $14,876 is currently budgeted in the Health Fund Group in the Health and Human Services Department. An appropriation increase for the balance of $171,779 is requested in the Health Fund Group in the Health and Human Services Department, offset by grant revenue. The grant has no required match or in-kind service mandate. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
