DISCUSSION
City Council approval is requested to enter into a contract with Independent Utility Supply for furnishing and delivering Mueller products used by the Energy Resources Department (ER). These products are predominantly gas control fittings and equipment, which are specialized pipeline components used by ER to safely control the flow of natural gas to maintain the City’s natural gas distribution system. Mueller fittings are proprietary and are designed for use with other Mueller equipment currently utilized by ER. In addition, ER personnel have been exclusively trained to operate Mueller brand fittings and equipment. Purchasing products other than those manufactured by Mueller is not a cost-effective option for the City.

The bid was advertised in the Long Beach Press-Telegram on November 18, 2019, and 397 potential bidders specializing in Mueller products were notified of the bid opportunity. Of those bidders, 18 downloaded the bid via the City’s electronic bid system. The bid document was made available from the Purchasing Division, located on the sixth floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing . A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 28 local, minority-owned, and women-owned business groups.
