Recommendation to adopt Specifications No. RFP PW 09-007 authorizing City Manager to execute contracts and any amendments thereto with Waste Management, Inc., and Consolidated Disposal Service for transfer station operations for receiving, processing, transferring and disposal of waste collected by the City of Long Beach for the term April 1, 2009 to April 1, 2014, in an estimated annual contract amount of $1,097,000 with the option of adding expenditures up to 10 percent (or $109,700) above the annual contract amount, if necessary and if funds are available. DISCUSSION
This action will provide for the receiving, processing, transferring and disposal of waste that may include refuse, recyclables, green waste, construction and demolition materials, and bulky items. This service is needed to handle waste that cannot be processed at the Southeast Resource Recovery Facility (SERRF). In addition, the two recommended providers will serve as a backup when SERRF is down.
The original contract expired January 1, 2009. The Department of Financial Management, Purchasing Division, worked with the Department of Public Works, Environmental Services Bureau, to develop a new comprehensive scope of services. During this time, an interim agreement was issued to continue services without any disruptions, while a Request for Proposals (RFP) was conducted. The evaluation process concluded in April 2009. To ensure continuity of services and appropriate funding is in place, we are requesting a contract term beginning April 1, 2009.
The RFP was advertised on February 12, 2009, and 57 potential bidders specializing in waste collection and disposal were notified; 11 are Minority-owned Business Enterprises (MBEs), nine are Woman-owned Enterprises (WBEs), four are Disadvantaged Business Enterprises (DBEs), 12 are certified Small Businesses Enterprises (SBEs), and six are Long Beach businesses.
