DISCUSSION
City Council approval is requested to enter into a contract with the County of Los Angeles through the Los Angeles County Sherriff’s Department (LASD), for jail food services to individuals booked at the City of Long Beach’s (City) jail facility. The scope of services in the agreement includes providing and delivering pre-packaged meals in accordance with the nutritional, caloric, food preparation, and quality requirements mandated by the State of California.

The Long Beach Police Department (LBPD) recommends establishing a new agreement with LASD for jail food services based on the following factors: common practices and procedures amongst law enforcement agencies, proximity and availability to the food services at the Los Angeles County Courthouse, unique variety in menu selections, and extensive experience in providing food services to inmates.

LBPD evaluated procurement options and learned that the City of Glendale recently awarded a contract to LASD after performing a review of the cost per meal rate for competitors. LASD has the lowest cost per meal rate and provides a consistent level of service that satisfies all established guidelines outlined by the Board of State and Community Corrections. Additionally, LASD has proven to be effective in providing jail food services to the City for several years. After a thorough review, it was determined that LASD meets and/or exceeds the City’s requirements.
