Recommendation to authorize City Manager to execute the First Amendment to Contract No. 30978 and all necessary amendments, including term extensions, with the City of Los Angeles to receive and expend Department of Homeland Security grant funding for the 2006 Urban Area Security Initiative (UASI) Grant, at an amount not to exceed $1,792,934 for a total grant amount of $8,159,974; extend the term of the Contract to March 31, 2009; and increase appropriations in the General Grants Fund (SR 120) in the Fire Department (FD) by $1,792,934. DISCUSSION
The City of Long Beach has received grant funding from the Department of Homeland Security under the Urban Area Security Initiative (UASI) program since 2003. In 2006, the Department of Homeland Security combined the Long Beach UASI and the Los Angeles UASI to form the Los Angeles-Long Beach UASI. As the largest city in the region, the City of Los Angeles was named the grant awardee, with the responsibility for administration of the funds.
On November 13, 2007, the City of Long Beach authorized the City Manager to execute a contract with the City of Los Angeles to receive and expend Department of Homeland Security grant funding Jor the 2006 Urban Area Security Initiative (UASI) Grant, at an amount not to exceed $6,367,040 for a period ending March 31, 2008. The First Amendment to contract No. 30978 would add $1,792,934, for a revised grant total of $8,159,974, and extend the period ending to March 31, 2009. The City of Long Beach will receive the additional $1,792,934 to use for homeland security purposes, including $1.5 million for Standardized Certified Breathing Apparatus (SCBA), $114,000 for Hazmat Regional training and $178,934 for Incident Command System (ICS) training required of first responders in order to receive UASI funding. The use of these funds will focus on protecting the City's assets and resources.
