DISCUSSION
City Council approval is requested for the Long Beach Police Department (LBPD) to enter into an agreement with the San Bernardino County Sheriff Department for the use of their Weapons Firing Range Facilities (Range).

The LBPD Pistol Range is under construction and not available for basic firearms training. The current anticipated date of project completion is December 2017. LBPD Police Recruit Class 91 is scheduled to begin basic training in May 2017. Due to restrictive timelines, LBPD has a need to utilize an outside agency’s range to train police recruits. Police recruits will be using the Range to fulfill their POST mandated basic firearms training. Upon completion of construction, the LBPD Pistol Range will be reopened and available for all firearms training.

This matter was reviewed by Deputy City Attorney Monica J. Kilaita on April 17, 2017 and by Budget Analysis Officer Julissa Jose-Murray on April 19, 2017.

TIMING CONSIDERATIONS
City Council action is requested on May 9, 2017, to ensure the contract is in place expeditiously.

FISCAL IMPACT
Under this agreement, use of the Range by LBPD will not exceed $2,000 for a term through June 30, 2017, with the option to renew for an additional one-year period, in an amount not to exceed $11,040. The total cost of this agreement, and subsequent renewals, is budgeted in the General Fund (GF) in the Police Department (PD). There is no local job impact associated with this recommendation.
