TITLE

Recommendation to authorize City Manager, or designee, to execute an agreement, and any subsequent amendments, with the City of Westminster for the use of the Westminster Police Range and Safety Training Center, in an amount not to exceed $28,000, for a term through December 31, 2017.  (Citywide)

DISCUSSION

City Council approval is requested for the Long Beach Police Department (LBPD) to enter into an agreement with the City of Westminster for the use of the Westminster Police Range and Safety Training Center (Training Center).

The LBPD Pistol Range is under construction and not available for practice or firearms qualifications.  The current anticipated date of project completion is December 2017.  The use of the Training Center will allow armed LBPD staff, under the supervision of LBPD Pistol Range staff, to practice and maintain compliance with LBPD qualification standards.  Upon completion of construction, the LBPD Pistol Range will be reopened and available for all firearms training.

This matter was reviewed by Deputy City Attorney Monica J. Kilaita on April 17, 2017 and by Budget Analysis Officer Julissa Jose-Murray on April 19, 2017.

TIMING CONSIDERATIONS

City Council action is requested on May 9, 2017, to ensure the contract is in place expeditiously.

FISCAL IMPACT

Under this agreement, use of the Training Center by LBPD will not exceed $28,000 for the term of the agreement through December 31, 2017.  The cost for this agreement is budgeted in the General Fund (GF) in the Police Department (PD).  There is no local job impact associated with this recommendation.
