TITLE
Recommendation to authorize City Manager, or designee, to execute an agreement and any subsequent amendments with the State of California Department of Public Health, STD Control Branch, to provide Sexually Transmitted Disease Management and Prevention, in the amount of $95,469, for the period July 1, 2016 through June 30, 2019. (Citywide)
DISCUSSION
One of the core services of public health is the prevention and control of sexually transmitted diseases (STDs). The Health and Human Services Department (Health Department) conducts STD surveillance, and prevention and control activities by working with local healthcare providers, community agencies, and the public.
The State of California Department of Public Health (State), STD Control Branch, supports local STD prevention and control activities including: implementation of case-based surveillance; assurance of timely access to quality clinical services; verification of appropriate STD treatment; investigation of reported cases, unusual diseases, or outbreaks; identification, referral or treatment of a STD patient’s contacts to prevent further disease transmission; and, health education/promotion activities to prevent STDs.
The STD Surveillance Program yields epidemiological data useful for the aforementioned policy and program development. This data, when combined with other relevant data, is particularly effective when appropriately analyzed, interpreted, and disseminated. Local and State planning work groups rely on and utilize the data for needed assessments and plans of action. The State uses this data to assess prevention and allocate federal funds within California. This funding will enhance the Health Department’s ability to investigate, track, and prevent STD cases.

TIMING CONSIDERATIONS
City Council action is requested on March 14, 2017, as services have been provided under the programs related to the agreement since July 1, 2016; the City will be unable to recover any of the related costs until the agreement is approved. Implementation of this contract was not possible in July 2016, due to delays at the State level.
FISCAL IMPACT
The California Department of Public Health will provide funding in the amount of $95,469 to provide STD Management and Prevention for three years, July 1, 2016 through June 30, 2019. Sufficient funds are budgeted in the Health Fund (SR 130) in the Health and Human Services Department (HE). No match or in-kind service mandate is required, and there is no local job impact associated with this recommendation.
