TITLE
Recommendation to adopt resolution authorizing City Manager, or his designee, to submit an application to the Department of Resources Recycling and Recovery for the Beverage Container City/County Payment Program; and
Authorize City Manager, or his designee, to accept funds and execute all documents, agreements and amendments necessary to accept the funds. (Citywide)
DISCUSSION
CalRecycle provides funding to local jurisdictions under the Beverage Container City/County Payment Program (CCPP), to promote the collection and recycling of beverage containers and litter abatement. The City utilizes these funds to promote a cleaner, litter-free Long Beach by funding programs such as: litter clean-up events, beverage container collection programs, public-outreach via newspaper advertisements, brochures, refuse truck signs, and social media postings.
Beginning with the 2015-16 funding cycle, CalRecycle is requiring all jurisdictions to provide a Resolution authorizing applications for CCPP funding no later than the funding request due date.
CalRecycle allocates funds to each jurisdiction annually, and the amount is calculated on a per capita basis. Funds will be available for two years from the date of award.
This matter was reviewed by Deputy City Attorney Amy R. Webber on February 17, 2016 and by Budget Management Officer Victoria Bell on February 19, 2016.
TIMING CONSIDERATIONS
City Council action on this matter is requested by March 8, 2016, in order to submit the funding application to CalRecycle before the April 2016 deadline.
FISCAL IMPACT
The City is expected to receive $119,000 in funds for the 2015-16 funding cycle for a beverage container recycling program. This amount is currently appropriated in the Refuse/Recycling Fund (EF 330) in the Public Works Department (PW). Matching funds are not required. Approval of this recommendation will provide continued support to the local economy.
