TITLE
Recommendation to authorize City Manager to amend Agreement No. 28344 with Waste Management, Inc., to provide residential recycling collection operations on a month-to-month basis, not to exceed one year, at an estimated cost of $350,000 per month, on an interim basis, pending completion of a procurement process.  (Citywide)
 
DISCUSSION
Waste Management (WM) is the current provider of residential recycling collection services to approximately 117,500 City-serviced refuse accounts. On December 17, 2013, the City Council authorized an extension on a month-to-month basis, not to exceed one year.  At that time, the City was in the process of developing a Request for Proposal (RFP) combining refuse and recycling collection services; however, at this time, the RFP now under development will be for recycling collection services only.  The current contract with WM expires January 1, 2015; therefore, a contract extension on a month-to-month basis, pending completion of the procurement process is requested.
 
This matter was reviewed by Deputy City Attorney Amy R. Webber on November 11, 2014 and by Budget Management Officer Victoria Bell on December 1, 2014.
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on December 16, 2014 in order to execute an agreement with WM before the end of the year to ensure that residential recycling collection is not interrupted.
 
FISCAL IMPACT
The estimated cost for this extension of the recycling contract for 2015 is $350,000 per month, which is the same amount as the prior year.   Sufficient appropriation is currently budgeted in the Refuse/Recycling Fund (EF 330) in the Public Works Department. Approval of this recommendation will provide continued support to the local economy.
