TITLE
Recommendation to adopt resolution maintaining standardized Entertainment District conditions of operation and tiered conditions;
 
DISCUSSION
On January 17, 2006, the City Council approved a Downtown Dining and Entertainment District (District) pilot program, which is scheduled to sunset on December 31, 2006. The establishment of the pilot program followed six months of meetings and discussions with the Downtown Long Beach Associates (DLBA), homeowner associations, business owners and other stakeholders to develop consistent hours and operating conditions for businesses with an entertainment permit in the District.
 
As requested, staff has closely observed the District during the pilot program and held monthly stakeholder meetings. These meetings have been attended by entertainment permitees, retailers, residents, and City staff from police, traffic engineering, parking, economic development and business license disciplines. Stakeholder discussions are scheduled to continue through January 2007. Thereafter, staff will bring this issue back to the City Council for further discussion in February 2007. The action being requested tonight will extend to March 31, 2007 the District's pilot program with operating conditions in present form, and is intended to allow sufficient time for stakeholder input and City Council deliberation of potential changes they may wish to make to the District's operating conditions.
 
TIMING CONSIDERATIONS
City Council action is requested on December 19, 2006 to avoid interruption to the Downtown Dining and Entertainment District pilot program.
 
FISCAL IMPACT
The Police Department has been allocated a General Fund budget of $905,000 in FY 07 for continued overtime support of the District. The funding source for this budget is via a repayment of Redevelopment Agency debt to the General Fund.
