Recommendation to receive and file the Airport activities report.

DISCUSSION
Included is the Monthly Airport Activity Report for October 2006.
 
Airport Passenger, General Aviation (GA) and Cargo Activity - The Monthly Airport Activity Report provides monthly and year-to-date statistics for airline passengers (total and enplaned), aircraft operations by user category, and cargo carrier tonnage. Total passenger counts through October were 2,318,606 compared to last year's 2,561,363, a decrease of 9.5%. The decrease in total passengers is attributed primarily to the discontinuance of service by American Airlines. GA operations, year-to-date, compared to last year are up 4.4%, (284,575 operations vs. 272,555). Cargo volumes, year-to-date, are down 8.0% (41,803 tons vs. 45,419).
 
Noise Activity - The Monthly Airport Noise Statistics Report includes four separate reports with current month and year-to-date totals. The four reports are as follows:
 
·      Noise Cqmplaints - Summarizes noise complaint information for commercial (which includes cargo carriers), GA, and other operations.
·      Noise Complaint Plot Map - Identifies the origin of the complaint.
·      Commercial Late Night Activity - Summarizes activity between 10:00 p.m. to
11 :00 p.m. and 11 :00 p.m. to 7:00 a.m. by airline.
·      Noise Violations - Summarizes violations for airline and GA operations. Provides a complete listing of each violation, includes violator's name, date and time of violation, aircraft type, aircraft noise level, and the time specific allowable noise level.
 
The Airport's Noise Office receives and investigates noise inquiries and complaints from local residents and residents who live outside of Long Beach. For the month of October, the Noise Office received 321 complaints compared to 313 complaints received during the same period in 2005.
 
Further analysis of the combined noise complaints revealed the following:
 
·      Total number of complainants: 50
 
·      27% (88 of 321) of the complaints were related to operations between 10:00 p.m. and 7:00 a.m.
 
·      11.2% (36 of 321) of the complainants reside in Seal Beach or Huntington Beach.
 
During the month of October, the noise complaint totals and percentages were significantly impacted by the fact that 121 of the 321 complaints related to helicopter activity, which occurred during between 7:00 am to 10:00 pm.

Other Airport Activity
 
§      FLIGHT SLOT ALLOCATION
 
On November 14, 2006, the Airport received an application from BAG Aviation Holdings seeking all remaining commuter carrier flight slots (20) that are available for allocation pursuant to Long Beach Flight Allocation Procedures Resolution.
 
In accordance with established procedure and FAA guidance, Airport staff notified other potential commuter carriers of the slot allocation request. The Airport will be accepting applications for the available flight slots through close of business on December 14, 2006. If more than one carrier submits a completed application in a timely manner, then a lottery will be held on December 15, 2006 to determine which entity or entities is awarded slots. If no additional air carrier submits an appropriate application, then all of the remaining slots will be awarded to the initial applicant on December 15.
 
The current applicant, BAG Aviation Holdings, has submitted a request for the allocation of "conditional" flight slots. If such slots are awarded, the applicant would have to "perfect" its application by posting a security bond/deposit within 90 days of the allocation. If the security is not posted within the required time period then the allocation of slots would be immediately cancelled. If the applicant does submit the required security then the applicant is required to commence operations within 180 days.
 
§      NATIONAL BUSINESS AVIATION ASSOCIATION (NBAA) Regional Forum
 
On November 16, 2006, the NBAA hosted its Regional Forum in Long Beach at Toyota Airflite. The NBAA Regional Forums are learning and networking experiences designed to meet the needs of regional business aviation operators, and vendors from across the United States. The daylong event attracted over 800 attendees, featured 30 aircraft on static display and 60 indoor exhibitors.
 
§      PORTRAITS OF HOPE - Long Beach Airport Control Tower Project
 
Portraits of Hope is a non-profit program that conceives and develops educational and artistic collaborative projects for children in hospitals, schools, and after-school programs that culminate in "spectacular, one-of-a-kind, public art works." Portraits of Hope projects have been featured prominently in national and international television, radio, and print media. The LB Airport Control Tower Project will create an 8,000 sq. ft. artwork that will be temporarily installed over the concrete sides of the Long Beach Airport Control Tower. The developer of Daugherty Sky Harbor, has agreed to provide an aircraft hangar for the project construction team.
 
During November the Portraits of Hope team held their initial artistic element, to develop the project design, with students from Renaissance High School. The project team expects to begin scheduling sessions with the recommended groups during January 2007.
 
§      COMMUNITY OUTREACH
 
The Airport served as key sponsors for the 10th Annual Long Beach Veterans Day Parade, held on November 11t and Snow in Bixby Knolls event, held on December 3rd.
 
§      REGIONAL ISSUES
 
Airport Manager Chris Kunze attended the December 13, 2006 SCAG Airport Task Force meeting. The Task Force is charged with making recommendations to SCAG regarding the Aviation System Plan component of the 2008 Regional Transportation Plan. SCAG efforts are in the initial stages. Similar efforts occurred during development of the 1998, 2001, and 2004 Regional Transportation Plans, which all recognized LGB's Noise Compatibility Ordinance.
 
On January 11, 2007, the Southern California Regional Airport Authority will meet to consider input received at and after their October 12, 2006 meeting. Input has included the need to revise the Authority's charter to broaden the membership base, and delete its powers of eminent domain.
 
TIMING CONSIDERATIONS
City Council action is not time critical.
