TITLE
Recommendation to request City Attorney to prepare an amendment to Section 10.14.020 of the Long Beach Municipal Code, adding a new subsection to read:

“(Westbound) Melrose Way between Atlantic Avenue and Linden Avenue.” (District 1)

DISCUSSION
The Traffic Engineering Division received inquiries from the Neighborhood Services Bureau and the Long Beach Unified School District, requesting the conversion of Melrose Way between Atlantic Avenue and Linden Avenue from its current two-way operation to a one-way traffic operation.

An investigation conducted by the Traffic Engineering Division concluded that the conversion of Melrose Way (a 10-foot wide named alley) to one-way traffic would enhance safety and improve neighborhood access. Furthermore, it has also been determined that a westbound one-way configuration would have no significant adverse impacts on traffic circulation in the area. The Police Department, Fire Department, and the Environmental Services Bureau were contacted about the one-way proposal and no adverse impacts on emergency response or the provision of public services were disclosed. In addition, the affected residents have been notified of the one-way westbound conversion proposal by letter.

The attached map highlights the location of the proposed one-way operation.

This letter was reviewed by Deputy City Attorney Lisa Peskay Malmsten on November 14, 2006 and Budget Management Officer David Wodynski on November 30, 2006.

TIMING CONSIDERATIONS
City Council action on this item is not time critical.

FISCAL IMPACT
The cost of labor and materials .for the installation of traffic controls in order to implement the proposed one-way operation is estimated at $250. Sufficient funds are budgeted in the General Fund (GP) in the Department of Public Works (PW) to support this activity.

SUGGESTED ACTION
Approve recommendation.
