DISCUSSION
The Department of Health and Human Services (DHHS) was recently awarded an emergency grant in the amount of $142,350 from the State of California Department of Health Services to enhance and expand mosquito control for the residents of the City of Long Beach. These funds will be expended specifically to reduce the risk of West Nile Virus transmission to Long Beach residents. There are several areas in Long Beach requiring enhanced control including the Los Angeles River, the port area and Simms
Pond. The funds will be used for mosquito control equipment and products, including two new trucks and temporary personnel. This one-time emergency grant is effective for the period of July 1, 2005 through June 30, 2006. This matter was reviewed by Senior Deputy City Attorney Donna F. Gwin on August 25, 2005 and Budget Management Officer David Wodynski on August 26,2005.
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on September 6, 2005, since the funding period started on July 1, 2005. The funds must be expended as a condition of the grant award. If not expended, they will be returned to the State of California.
 
FISCAL IMPACT
The total amount of the award is $142,350. An appropriation increase for this amount is included in the recommended action.
